Implementation

Implementation of County Waterford Economic Plan will be driven by Waterford County Council.  All relevant agencies have been consulted on the preparation of the Economic Plan, and are committed to its implementation.  The agencies are represented on an Economic Sub-Committee of Waterford County Development Board, which will ultimately be responsible for the implementation of the plan.  Success of the plan will be measured against Key Performance Indicators (KPI) which are set against each action.  Waterford County Council will continue to drive and monitor progress on implementing the plan through the relevant Strategic Policy Committee and reporting directly to Waterford County Council.

Both the public and private sectors have key roles in the economic development of County Waterford.  The public sector can enhance the business environment for the private sector to create jobs.  Economic development is dynamic, as technology changes, processes improve and research and development are commercialised.  Employers must continuously innovate and employees will need to provide the skills that match the evolving needs of industry.

Thus, as illustrated in Figure 1.2, the delivery of this Economic Plan will require a partnership approach between the public sector, private sector and employees.  Communication between these partners is critical to the successful implementation of the Plan.

To implement the plan and ensure that it is informed by the requirements of employers, formal and informal links with business will be strengthened.

  • CEO Forum: Waterford County Council will establish a CEO Forum.  The forum will consist of representatives of the main employers of the County.  The agenda of the forum will be to listen to the issues facing business operating in County Waterford, review the Economic Plan and where possible set priorities for the economic development of the County.  The forum will be established on a voluntary basis, and will meet at a minimum twice a year.

  • County Waterford Economic Think Tank:  The Think Tank consists of representatives of national and international business.  The Think Tank will provide guidance on national and global economic trends and how these trends will effect or can be capitalised on for County Waterford.

  • Sectoral Working Groups: Specific working groups will be established on a sectoral basis.  This will be piloted for the Tourism sector and will be rolled out for other sectors including the food, science, and engineering sectors.
